if a firm doesn't want to do all the hiring legwork (sifting through resumes, etc) they hire a recruiter that gathers all the talent and then presents them to the hiring manager.

the company pays the recruiter a % of the total comp package they give the person they hire.

So it's kind of like your manpower deal, except that the company usually does a direct hire, and pays a commission to the recruiter.
